Relationship to other activities

How would a QA activity interact with other activities?

 Would the QA members work in a purely advisory role to other groups
 or would the activity have some authority to impose certain standards?

 If advisory, would QA input only come by invitation of the activity, or
 would each activity have QA members involved/assigned to steer the work on
 QA issues?

 An activity could adopt a certain QA policy (such as itemised by David
Marston)
 and then request the QA group to audit their work.

 Acceptance criteria could be set for certain activities with QA acting as
 adjudicators - or advisors to a higher authority.
