This part was the result of our resolution to an issue raised by the
TAG:
http://www.w3.org/Bugs/Public/show_bug.cgi?id=1144

The point was that we wanted to keep the good practices about the
process of writing a spec, but not in the same section as the verifiable
requirements and good practices, so we decided to move them in a
separate section.

During the discussion with the WAI CG, we said that we could add
something about how to develop a spec with accessibility, I18N, etc. in
mind, by providing links to relevant resources. This section would be
entirely informative.

the "not get on consensus" part was about making this a normative
requirement in SpecGL
