Title: OpsGL fails SpecGL checkpoints 1.2 and 1.3

Discussion.  The SpecGL checkpoints require that a specifications scope be 
illustrated with use cases and/or examples.  Since we have committed to 
trying to achieve AAA conformance, this becomes a non-issue.

Recommendation.  Alt.1, and mark the issue "Resolved" (needing 
implementation of resolution before "Closed").
