Action item for previous topic is A-2002-03-1-4

My own action item connected to this is A-2002-03-1-3, develop a 
proposal for formation of Test Group, which I did in email form to the 
www-qa-wg list a month or so ago. I can draw up a more formal proposal 
in time for the face to face if needed.
