January f2f Location

QAWG,

At Montreal, there was discussion about Athens as the location for the 
January f2f.  If we were to do that, then our f2f history would look like:

11/01:  Brussels
03/02:  Cannes
06/02:  Montreal
10/02:  Tokyo
01/03:  Athens

So it would mean 4/5 locations outside of North America if we went 
there.  If we choose North America instead, then we would be 3/6 in North 
America after the March Tech Plenary meeting (Boston).

Aside from this being more balanced, at least one participant has already 
indicated possible approval problems to go to Athens.  Accordingly, we want 
to start investigating possibilities for North America.  Kirill has agreed 
to look into the possibility of Seattle, for example.
