Dear Sir/Madam, Please ensure that the W3C's Royalty-Free patent policy is fully compliant with the GNU General Public License. I am particularly concerned about item three of section three in the existing proposal, which discriminates based on software use. Please eliminate this clause. The WWW is largely reliant on free software. As it stands, the W3C patent policy will eliminate free software, strangling the very web that the W3C seeks to promote.
