Field of use conflict between section 3 item 3 and the GPL

Please modify section 3 item 3 of the W3C "Patent Policy Working Group Royalty-Free Patent Policy" (http://www.w3.org/TR/2002/WD-patent-policy-20021114/) so as to 
not conflict with section 7 of the GNU "General Public License" (http://www.fsf.org/licenses/gpl.html).  The organization (Free Software Foundation) responsible 
for the GPL believes such a conflict exists.  The GPL is a widespread and important license.  Such a conflict could have wide negative impact throughout the 
information technology community if not formally addressed.  Here is suggested replacement text for section 3 item 3 to resolve the conflict: "3. may not be 
limited in field of use;".
