Summary of 16 December 2002 Patent Policy Working Group Teleconference

Hello,

Twenty-four people attended the 16 December 2002 Patent Policy Working
Group (PPWG) teleconference. The group has two new participants.

The PPWG devoted this meeting to discussing the deadline for exclusion
from Royalty-Free commitment and the milestone documents that W3C
Working Group participants will use to define the scope of their work.
A PPWG participant answered objections raised by using Requirements
Documents as a deadline. Another offered a proposal that Working Groups
write a "functionally complete Working Draft" instead. The group still
disagrees on the most beneficial time to require exclusion. PPWG
participants are unsure of what to expect if a proposal to codify
Requirements Documents in the W3C Process [1] is sent to the W3C
Advisory Board [2]. Some remarked that the patent policy should not
cover rare cases. No consensus was reached. The Chair asked for
synthesized proposals and continuing discussion.
