Against royalty free proposition

Hye,
I don't think the proposition to accept royalty free patent in the W3C 
standards is a good proposition.
Every W3C standards I use in my everyday work, I use them because I can 
use them via GPL software.
Your proposition would not allowed a GPL reimplementation of any RF 
participant.

I can't approve this proposition.
