Comment regarding the Royalty-Free License policy at W3C proposal

Dear Sir,

I'm in  favor of the current  draft regarding the  Royalty Free Patent
Policy : http://www.w3.org/TR/2002/WD-patent-policy-20021114/

We have  only one comment  regarding the non-revocable case  needed by
Free Software licensed under a "copyleft" type license. 

Do you  plan to plan to  include "non-revocable" in  part 3. regarding
the requirement ?
