Submarine patents

What this sounds like is an attempt to allow standards based on patents to 
become widespread, at which point the licencing cost will go up sharply 
forcing people to choose between paying exorbitant fees or spend massive 
amounts replacing infrastructre.

I find the short review time and stealthy approach of this issue to be very 
suspicious too.

Putting patents in a standard, especially a standard used by Open Source is a 
very bad idea.
