RAND

Salutations.  I urge the W3C to drop any and all consideration of RAND.

The Web is built on open protocols, open standards.  There exist 
countless web-browser programs at the present date precicely because 
these standards are there for anybody and everybody to read and 
re-implement to their heart's content.
