Please drop this idea of RAND licensing. As a standards body, you should not 
be involved in licensing arrangements of any sort. Let the commercial 
companies battle the judicial system in this matter. 

As a standards organization - your getting involved in any fashion in 
licensing matters throws your objectivity out the window. You will no longer 
be a neutral in that battle and thus not capable of setting standards.
