RAND is bad for everyone

I'm stunned that the W3C has even considered something like RAND. I
concur with Alan Cox and many others that are against RAND.

RAND will bring about bad consequences for everyone, save a select few who
could care less about standards, the web or users.

Please, do NOT allow it to go through.
