Public comment system flawed, deadline should be extended

It is apparent that, for whatever reason, much
of the community has only just become aware of the
current proposed draft. 
Of 550+ comments archived since the list was created, all 
but about 15 are posted on September 29 or later. Of those
15 posted earlier, at least 10 are spam.

Please extend the deadline
