The notion of a third license category for Free Software, as described
in section 3.9 of Florian Weimer's message, looks interesting to me.
Perhaps not as a third mode, though, but as a part of the RAND mode (i.e.,
the "reasonable" fee to be paid by freeware developers would be zero
and there would be no auditing requirement on freeware developers.)
