Opposed to RAND patents in W3C standards

This is to express my opposition to a policy that would allow
patented methods to be included in W3C standards, unless they are
freely (no-fee) useable by anyone.  "RAND" licensing isn't compatible
with freeware.  For example, freeware authors are unable to obtain
a license for LZW compression.
