The W3C has been a leader in the widespread technologies that are used online by large commercial interests as well as small ones. If you decide to charge fees for the use of these technologies, you will end the web as we know it. Other factions that are free and open will be created and you will see developers and non-profits flee to the other groups and standards. You will witness the balkanization of the web.
