against RAND proposal

Please reconsider your proposal to allow fee-based licensing in 
W3C sanctioned recommendations.  Allowing this would be totally 
contrary to the idea of open standards.  I shudder to think where
the Internet would be today if this sort of thing had been allowed
in the early days of the Net.  It is crucial that standards be open
to all on a royalty-free basis.  Any other approach is certain to
stifle new ideas and development, leaving the web to stagnate.
