No RAND standards

The problem with "Reasonable And Non-Discriminatory" licenses is that
they are in the end of the day discriminating against small and
individual developers, especially those of open-source projects.

Much of the development and innovation that has marked the web is the
result of small groups and individuals coming up with ideas.  The
increasing intrusion of patents in the web threaten to leave control
of the Internet & web in the hands of large corporations that may have
agendas other than promoting the free exchange of ideas.

My belief is that any company that participates *must* provide royalty
free license to all comers any Patented technology that is used in any
approved standard.  This is the only way the web can maintain Open and
Free.
