Please do not stop innovation in its' tracks

The W3C need to show it is not owned by corporate concerns.   Attaching 
ownership along with licensing fees to W3C standards you will kill the 
incentive for people ro cooperate.  If I need to pay to develop a 
product based on SOAP, why not use Microsoft's built-in functions?  It 
will cost more for me to communicate with non-MS customers, while using 
SOAP would cost MS customers more.  Do not get into this, you will be 
doing all of us a disservice.  Leave what is working well alone.
