Dear sir/madam

Without wanting to sound too much like an idealist and not a pragmatist I would urge you to look back to both the founding principals of the W3c and those of America itself.

Mobility, that is the ability to achieve based purely on your merit and not on your background is sacrosanct to both the W3c, which came to us with a promise of setting standards that would allow the next generation of web coders to be governed only by their ability and imagination and not through rigorous training programs out of reach to those outside of corporate training and the like, and to a country that bases itself on the notion that barriers should never be put up against a person achieving using nothing but determination and their own merits.

In other words, to make people pay for the use of standards will block people from achieving what they are able to do.
