I would also like to endorse Steve Waldman's 'concrete alternative' (URL:http://lists.w3.org/Archives/Public/www-patentpolicy-comment/2001Oc t/1008.html) as reasonable, and closer to the Working Group's stated goal (http://www.w3.org/TR/patent-policy/#sec-Overview) "to affirm the Web community's longstanding preference for Recommendations that can be implemented on a royalty-free (RF) basis."
