Reject RAND

I believe that RAND will balkanize the web and hence I encourage the W3C 
to reject it. The W3C is free to accept RAND but in case you do, please 
also consider renaming the group from the "World Wide Web Consortium" to 
the  "World Wide Web of Corporations".
