It's time to block the web?

Why not pay who created the internet ? or the web ? or the http
protocol ?

Seems to be only a commercial patent.
If something has born free, why impose a tax?
I mean, w3c have not created the web, nor the "language" spoken into,
so I think that you haven't the rights onto something that you've
only standarized, not created.
