Gentlemen and Ladies, With regard to your proposed Patent Policy Framework Working Draft, I must ask you to not impose such a policy. I feel that allowing proprietary software code to be integrated into the fabric of the Web is contrary to the spirit of freedom of access of which the Web is such a splendid example. Furthermore, I feel that by allowing various individuals and organizations to impose their own standards on the Internet, we put ourselves in the precarious position of opening up a minority influence to control the content of the information which flows over the net, thus potentially restricting and crimping the quality and quantity of information available to the public. Such a scenario might be remote, but it must still, in my opinion, be taken into account.
