We who use the web are absolutely against the initiation of RAND fees.  The whole basis of the internet is free communication.  If this is enacted we will be starting down the slippery slope of internet for the elite only.  Things like this always start small, but once the foot is in the door there is never any going back.  Keep the web free!!
