Global Standards require Global Acceptance

I feel that global standards need to be accepted everywhere.  Patents, 
by their very nature restrict the use of the standard.
Different patent laws in different countries only add more dificulty.
So much of today's technology is based on public work, lets keep it that 
way.  I fear "ownership" of standards.
