There is no clear distinction in these two terms. As TCP/IP and HTTP are no doubt infrastructure, XML and HTML are inbetween. As they are not crucial to communication on the lower level but deliver data representation on the application level. Please clarify this. Where to draw a line? If this line is at the level of flash-player or adobe-viewer - there is no need for w3c recommendations here.
