RAND licensing effectively prohibits free implementations of W3 standards,
in other words, free implementations of web browsers and web servers.

While it is true that other standards sometimes incorporate patents licensed
with royalties, these standards by and large have competition.  W3 must be
cognizant of the fact that there simply is no competition to the world wide
web.

W3 must also be cognizant of the importance of the world wide web today.
The RAND proposal affects a significant and growing percentage of the
world's population, and should not be taken lightly.  I echo Bruch Perens'
request to extend public comment on this important decision.
