to RAND or not to RAND

To Who It May Concern,

Please do not support RAND licensing in W3C standards.  It would
only benefit a select few.  Isn't the bar high enough for those in under
developed areas of the world without introducing the spectre of
additional costs?  How wide must the digital divide become?
