Ya know, if the Policy document had a content-type other than text/xml then,
using HTTP content negotiation, P3P could be turned on and off.  Which does
at least two things.  First, it tells the server the client does not
understand P3P and please omit sending all those useless headers.  Second,
it indicates to the server that some other mechanism should be used to
negotiate a policy and/or inform the client what is going on with her
private data.
