     To comply with the P3P specification, you need only implement the full
policies on your site.

     However, IE6 only looks at compact policies when deciding how to
process the site's cookies. The upshot of this is that if your site is
going to be used as "third-party" content, then you should look seriously
at implementing P3P policies.
