I had the same problem it was solved by targeting the policy file name.

Hello,

I was wondering what might be wrong:

New p3p spec policies don't create a link to the human readable
privacy policy! All it says is: To read this Web site's complete
privacy policy, click here.

The "click here" doesn't link anywhere! But the p3p policy has been
created by IBM P3P Editor and validated using w3c.

I've seen lots of sites with the same problem...
