configure error: config cannot be parsed

I downloaded the w3c-libwww-5.1m package, and I'm trying to run
the configure script.  It runs looking mostly ok until it gets 
to the part of actually creating the Makefiles.  At that time
it spits out errors like the following for every Makefile it
tries to create:

    creating Makefile
    sed: Function s%@ACLOCAL@%/home/lsc/x11/w3c-libwww-5.1m/config 
         cannot be parsed.
config is a directory!  So all of the Makefiles end up zero length.

I'm running on an HP-UX 10.20 system.

Any help would be greatly appreciated.
