webapp directory support

A while ago there was a discussion on the support of
webapp directory support, e.g. the classes and jar in
WEB-INF class and lib directories are loaded
automatically without adding them to the classpath,
and use web.xml under WEB-INF for specifying
JSP/sevlet properties and init param. Is the support
on the horizon? Any work around available?

I am trying to use tomcat jsp with jigsaw.
