Proposal to address I18N-ISSUE-184: Malformed escapes

Issue: "\uB7, \u300 to \u36F and \u203F to 2040" are malformed.

PROPOSAL: Use the text U+xx form [[ U+B7, U+300 to U+36F and U+203F to U+2040 are permitted anywhere except the first character. ]] per the editor's draft <http://dvcs.w3.org/hg/rdf/raw-file/default/rdf-turtle/index.html#BNodes>
