Not sure I've seen a practical use of dc:lang. That said, there is some 
research occuring locally on the possible use of bilingual metadata to aid 
in resource discovery of government information, where documents exist in 
multiple languages. 

Richard, have you had a look at the OLAC documentation 
(http://www.language-archives.org/)?
