It seems like you need first to spell out the kinds of use cases this
list is intended to serve. That can determine what sorts of critera
make sense in composing the entries. There is probably more than one
rational set of critera that people could apply, and no assurance
that there is a one-size-fits-all answer appropriate for all
applications.

Until you specify the purpose this is going to be a solution in
search of a problem.
