For more details what I mean by expand RFC-1766, have a look to
the *lapsed* Internet-Draft

 "Codes for language transformation"

When eventually I come around to re-write is I will:

 - Not use two language codes in the tag; i.e.,
   "el-tran-en" is *bad* as there was confusion if the doc is in "el"
   (Greek) or "en" (English). The document is "el". But something
   to indicate the "method".

 - Use the term "conversion" and not "transformation".
