The fourth column in the file below, without the " " quotes, gives all
legal values greater than 127.

Values in the range 32 to 126 may also be used - the result is the
US-ASCII character at that code point. Most users have no problem
inputting US-ASCII characters. For those that do, the numeric character
references in the ASCII range are available if they want.
