Yep. However, http://www.w3.org/MarkUp/DTD/xhtml11.cat maps XHTML1.1's 
FPI to the flat DTD:

PUBLIC "-//W3C//DTD XHTML 1.1//EN" "xhtml11-flat.dtd"
