However, PDF has moved, probably mainly in response to accessibility 
legislation.  PDF now allows what amounts to an HTML overlay, which 
isn't constrained to mirror the presentational structure.

Of course, it suffers in the same way as exported HTML.  If you don't 
use good markup in the source language (e.g. Word) you won't get good 
tagged PDF or good HTML.
