Numeric character references for HTML

Related to Numeric character references in HTML 4.01, I do not understand why for instance &#123 (without ';' to close the reference) is correctly interpreted and displayed (in IE, Firefox) as the character '{'

Is it part of the spec or just a trick from IE (and FireFox)?
