It would be still present in the older versions of the DTDs
only the DTSs of the new version wouldn't have it. For
instance, for the HTML spec the BR element should be
deprecated and would still be in the (say) html4.02 loose
and frameset DTDs

It thing the BR element could be considered purely
a presentational element and is not absolutely
needed because a <P>, <div>, or <span> element
can act as an element to force a line break using
a stylesheet.
