[DJW:] Actually, one could do it by a change in the
definition of <noframes> such that its contents was
displayed when a frames enabled browser was showing
the page outside of a frameset (or iframe)++.

As all well designed frames pages already use <noframes>
to contain fallback navigation links for non-frames browsers
(:-)), that would, if anybody implemented it in a browser,
bring a benefit at no cost to the authors.

++ Not immediately suburdinate to, in order to allow for
object.
