Unoticed Error in XHTML 1.0?

I posted a message in January[1] about a conflict between XML 1.0 and XHTML 1.0,
but heard nothing in response.

The gist: the XML Rec disallows Control-L's, and the XHTML Rec describes how to
treat them.

Am I missing something, or is this a contradiction?
