This discussion seems to take the
equivalence of  EM EM and STRONG
to be obvious, but is there anything in
the spec to suggest this?
Specifically, is there anything to suggest
that EM EM does not suggest emphasis
relative to the encompassing EM rather
than relative to the encompassing block?
