Surely a LINK element would do the job?

href="sig.asc">

Browser-makers would just have to agree on a standard value for the rel
attribute (I guess a profile would have to be written).

Or OBJECT (maybe even with a data URI?) could be used for an inline
version (what difference that would make I have no idea). Bit pie-in-
the-sky really.
