Yes, it's still at the stage of Final Committee Draft.  It's not yet
an International Standard and it's not appropriate to cite it other
than as work in progress.

Files in that FTP server seems not the latest one.  As far as I know,
last change was on Sun Apr 5 17:51:12 GMT 1998.
